Budget tier session workers match Free CPU burst

Budget tier session workers now use the same burstable CPU profile as Free: 400m reserved request and 700m burst limit. That gives Budget voice projects the same headroom when local speech models overlap, without the old 500m guaranteed cap that could clip short replies.
Budget+ and higher paid tiers are unchanged at 1000m guaranteed CPU.
