Project Usage tab on the dashboard

The project dashboard sub-nav now shows Usage instead of Metrics. The URL stays /projects/{id}/metrics, and the inner tabs still split Usage (credits, sessions, queue stats) from Voice (STT/TTS latency and turn-taking charts).

On data-only projects, the Voice tab is greyed out with a short explanation — voice metrics require a voice runtime. Bookmarks to /metrics/voice redirect back to Usage for those projects.
